A Rapid Assessment of the Evidence (REA) was conducted assess the published literature on tackling the demand for prostitution. Research studies from selected countries were reviewed. The findings highlight the characteristics and motivations of those who procure sex as well as what works in tackling demand.
The report found that methodological difficulties plague research into clients of prostitutes, there are many gaps in the literature and much of the evidence is weak or inconclusive. Because of the hidden nature and stigmatised nature of prostitution it is difficult to produce reliable and accurate estimates of people who procure sex and estimates vary depending on the method of calculation. Efforts to reduce demand seem to have has mixed results with the consequences of policy change often hidden or unmeasurable. A number of interventions are highlighted but most of the studies are methodologically flawed, use proxy indicators to asses the impact on clients or seem to a have short-term impact.
